Unlike its predecessor, the tracklist remained unanimous around the world – no variations were offered based on the territory. The album consisted of Queen's biggest hits between 1981 and 1991, from the UK chart-topper " Under Pressure" to " The Show Must Go On". The US ended up with its original edit of Queen's first single release, " Keep Yourself Alive", originally released in 1973 and re-released in the US in 1975, following the success of " Bohemian Rhapsody".

The second volume of Queen’s Greatest Hits appeared a decade after the first; a decade after the group started its slow shift from international superstars toward ruling the world. Argentina, Brazil, Mexico and Venezuela had "Love of My Life" (live version) instead of "Seven Seas of Rhye". It is the seventh best-selling album in Germany, [5] the thirteenth best-selling album in France, [6] and the best-selling album by a foreign artist in Finland. Greatest Hits has now been certified nine times platinum in the US for sales of nine million copies, making it the band's best-selling album in that country.

The single "Under Pressure", which was released the same week as Greatest Hits, also topped the UK Singles Chart. Some tracks were not even singles in the US (" One Year of Love") or anywhere (" Stone Cold Crazy"). The 39 years and one month that the album took to reach the top ten of the Billboard 200 is the second-longest ascent to the top ten in the history of the US album chart. Greatest Hits peaked at number eight on the Billboard 200 in November 2020, the second-slowest ascent to the top ten of the US album chart in history. Apart from Under Pressure and Radio Ga Ga, all of the 17 singles here did not crack the American Top 40, but they’re well-known throughout the world, particularly the operatic anthems A Kind of Magic, I Want It All, I Want to Break Free, and Who Wants to Live Forever.Freddie Mercury designed the crest on the album cover, using the astrological signs of the four members: two Leos (Roger Taylor and John Deacon), one Cancer (Brian May) and one Virgo (Mercury). This was due to an aggressive marketing campaign by Hollywood Records, with whom Queen had signed the year before. This compilation was made up of tracks such as "Bohemian Rhapsody", "Keep Yourself Alive" and "Under Pressure" (which had already appeared on the Elektra 1981 Hits collection), as well as newer tracks (" A Kind of Magic" and " Radio Ga Ga"). In the UK, Greatest Hits debuted at number two on the UK Albums Chart and climbed to number one the following week, spending four weeks at the top.
